A destroyed trail to Lac Luitel

Does anyone know why the trail to Lac Luitel on GR549 looks like this ?

The pictures were taken near Baraque Pagnot.
As a foreigner, I’m not that familiar with French legislation, but my common sense is that a GR trail near a national nature reserve should not look that disastrous.

Seems to me that there has been logging in those woods. The machines they use for this are quite heavy, and can easily destroy the path when it’s wet.
Usually they repair it once the work is done and the floor dry.
